Weatherization Assistance Eligibility

Eligibility Requirements

To be eligible for the Weatherization Assistance Program, applicants must reside in Franklin, Gulf, Gadsden, Jefferson, Leon, or Wakulla counties and not exceed the Household Income limit.

For each additional member of the household add $10,280.

 

  • Preference is given to elderly (60 years or older) persons, disabled persons, and families with children under 12, and households with a high energy burden (repeated high utility bills). See Priority Applicant Ranking Below.
  • Renters may also apply — services are provided at no cost to the landlord. See Rental Property Owner/Landlord Rules Below.
  • Measures can be installed on site-built and manufactured housing.

Priority Applicant Ranking

Weatherization services are provided based on priority ranking, not on a first-come-first served basis. Eligible applicants are prioritized based on the following point system:

  • Persons age 60 or older (10 points per person age 60 or older in household);
  • Persons with documented disabilities (10 points per disabled person in household)
  • Children in the household ages 12 and under (10 points per child ages 12 and under in household)
  • Native Americans (10 points per Native Americans in household) (must provide documentation)
  • Household with a recurring high energy burden (high utility bills) (10 points)
  • A repeat recipient of LIHEAP services (Referral) (10 points).

Rental Property Owner/Landlord Rules

The landlord, for a period of one year from the date weatherization is completed:

  • Agrees not to evict the tenant(s), except for cause;
  • Agrees not to increase the rent, except to recover costs demonstrably related to matters other than weatherization work;
  • Agrees to rent the unit to eligible households within 90 days should the premise become vacant
  • Affirms that the premises are not currently being offered for sale and agrees to give the Agency 30 days notification of the sale or conversion of the unit;
  • Obtains agreement from purchaser that the above obligations will be honored by the purchaser. If consent is not obtained, the Owner agrees to reimburse the Agency the full cost of weatherization prorated by the number of months left in the one year period.
