The Capital Area Community Action Agency is able to assist utility customers who are past due with their electricity portion of their utility bills. Financially eligible customers may apply online using the following link. Read below regarding how to apply, including the documents needed for our Agency to process your application. Funds to assist eligible customers originate from the U.S. Department of Health and Human Services granted to us through the Florida Department of Commerce.

Assistance is available once in the Winter Season (October – March) and once during the Summer Season (April – Sept). There must be six months between services. This is contingent upon the availability of funds.
BEFORE YOU APPLY FOR LIHEAP UTILITY ASSISTANCE
Gather all required documents and be ready to upload them via the website or send them to the Intake Specialist when requested. Failure to do this will delay the processing of your application or cause your application to be denied.
Community Action serves residents in Jefferson, Leon, Gadsden, Liberty, Calhoun, Wakulla, Franklin, and Gulf Counties. During office closures and limited client access to agency offices, Community Action will accept online applications.
You can apply for assistance after your utility bill is due. Community Action can only help when the bill is past due.
ELIGIBILITY
The LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP) is available for households with up to 150% of the poverty level. The following links can be used to determine your eligibility.

DOCUMENTATION NEEDED
Staff will review the online application for completeness before processing any promise to pay. Clients will receive a confirmation when their application is accepted and processed. Clients will be contacted if there is anything needed.
Required documents you will need to upload:
1) Valid (non-expired) Photo ID or Driver’s License
2) Birth Certificates for all household members 17 years or younger;
3) Social Security Card for ALL household members.
4) Proof of disability, (documentation required).
5) Proof of Income for ALL household members: a) Current pay stubs, 2/bi-weekly, 4/weekly, 1/monthly
6) Social Security, Retirement, Pension, Death Benefits, VA award letters, (cannot use bank statement).
7) TANF award letter (cash assistance)
8) Food Stamp Verification Award Letter (cannot use the food stamp card)
9) Child Support Verification (Last 3 check stubs, or letter from Child Support)
10) Unemployment or Workers Compensation Award Letter
11) Financial Aid Award Letter
12) Most Recent Utility Bill (No Screens Shots)
