Assistance is available once in the Winter Season (October – March) and once during the Summer Season (April – Sept). There must be six months between services. However, this is also based on availability of funds.
A limited number of applications are taken each day. Once the limit has been reached, no more applications will be taken for that day/or possibly the week).
Due to the high demand for assistance during this time, applications are taking longer to review.
BEFORE YOU APPLY FOR LIHEAP UTILITY ASSISTANCE
Gather all required documents and be ready to upload them via the website or send them to the Intake Specialist when requested. Failure to do this will delay the processing of your application or cause your application to be denied.
Community Action serves residents in Jefferson, Leon, Gadsden, Liberty, Calhoun, Wakulla, Franklin, and Gulf Counties. During the course of office closures and limited client access to agency offices, Community Action will accept online applications.
You can apply for assistance after your utility bill is due. Community Action can only help when the bill is past due.
ELIGIBILITY
The LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP) is available for households that make up to 150% of the poverty level. The following links can be used to determine your eligibility.

DOCUMENTATION NEEDED
Staff will review the online application for completeness before processing any promise to pay. Clients will receive a confirmation when their application is accepted and processed. Clients will be contacted if there is anything needed.
Required documents you will need to upload:
1) Valid (non-expired) Photo ID or Driver’s License with the birth date for ALL household members ages 18 and over.
2) Birth Certificates for all household members 17 years or younger;
3) Social Security Card for ALL household members.
4) Proof of disability, (documentation required).
5) Proof of Income for ALL household members: a) Current pay stubs, 2/bi-weekly, 4/weekly, 1/monthly
b) Social Security, Retirement, Pension, Death Benefits, VA award letters, (cannot use bank statement).
c) TANF award letter (cash assistance)
d) Food Stamp Verification Award Letter (cannot use the food stamp card)
e) Child Support Verification (Last 3 check stubs, or letter from Child Support)
f) Unemployment or Workers Compensation Award Letter
g) Financial Aid Award Letter
5) Most Recent Utility Bill (Utility Bill must be in the name of the person applying, and applicant must reside in the household.)
6) Lease/Mortgage
Note: All household members must be on the lease.
*** Income must be gross income. Bank Statements are NOT acceptable.
All DOCUMENTATION MUST BE CURRENT. If you do not submit all documents, you will have to restart the process.
Please only submit one application. Please make sure all required documents are uploaded before submitting an application. Please do not try to submit another application to try and upload documents. If you forgot something, wait until your worker reaches out to you. You will be given instructions on how to get the documents submitted.
On Document Upload:
- Only upload using JPEG or PDF
- Do not add any special characters (i.e., #, @, dashes, periods, etc.)
- Do not copy and paste the information
- If you take too long entering information the application will be timed out
The online application will require the client to enter the necessary information and upload the required documents via the following online link:

PLEASE DO NOT SUBMIT MORE THAN ONE(1) APPLICATION!
The application will time out if documents are not uploaded within 40 minutes timeframe, which is OK. However, the application will be accepted, but you will not receive an Application ID number or the “Successful” message to inform you the application was accepted.

After submission of the application, you will receive a confirmation email within 24 business hours; and afterward a phone interview within 48 business hours. Please wait to hear from a worker. If you do not receive an email or phone call within the specified time please call 850-222-2043 ext. 108 or ext. 116.
